http://launchpad.net is where ubuntu bugs are filed, but you'll need
more information than that. Certainly system setup (gimp version,
ubuntu version), you'll want to be as up to date as the repos are, too.

Firstly, does it freeze the entire OS? Can you restart X? If
ctrl-alt-backspace doesn't work (as I suspect it doesn't), you'll
either need to configure nozap in /etc/X11/xorg.conf or find out the
current approved method of doing so. 

Try ctrl-alt-f1 and see if you get a text logon. If you do, the OS
isn't crashed, only something above X is.

Run Gimp from the terminal and make it crash, see what it outputs,
you'll want to include this in any report you file.

Do any of the display daemons (X11, gdm) write anything pertinent to
their logs?
