apt won't fetch anything from any server

I've noticed that Privoxy has stopped being on/live when you boot up
Karmic, as it used to in Jaunty, even though there is an entry
in /etc/init.d/

I have checked that the config file is set up correctly, that Network
Proxy Preferences are set correctly, and the settings are set
system-wide.  Then I check Firefox has the right settings.   Yet I
still have to start it manually with every reboot.

Is this something that is known, or is it a fault specific to my
system?  Does anyone know what I should do to correct this behaviour
and have Privoxy start when my laptop starts up......?
