Root partition full...how should I free up space?

why do i remember telling synaptic not to store/cache downloaded debs? i
couldnt find the option again... maybe i was just dreaming... anyways...
cache is small :)

Please let me know if you remember how to fix that! thanks!! (cuz I have
often been unable to complete installs cuz the electricity goes often in
this third world country i live in :s)
