Norman, there is nothing you can do if the router isnt online and
attached to the net in some way.

On your lights.. Ethernet flicker...data is being sent and received.
Internet ... no light... there is NO internet service to this device.

But that has nothing to do with you not being able to get to the device.

I would say do this:

Reset the router now...even if you did it before.
1) Make sure the power light is green.
2) Use a paperclip, press it into the reset pin hole in the back of the
router.
3) Keep the button pressed in for around 10 to 12 seconds.
While doing this watch the power light. When it goes RED, count to 2 and
then release the button and wait for the power light to return to solid
Green again.
4) Reconnect you computer to the router.
5) Turn your computer off. Now reboot.
6) Check to see what you IP address is.
IF your ip address is 192.168.0.x then try 192.168.0.254 and
192.168.0.1, 1926.168.0.100.
IF your ip address is 192.168.1.x then try 192.168.1.254, 192.168.1.1,
192.168.1.100.

Try all three IP's.
