If the computer will always have the same network configuration (ie, a
desktop system in a fixed location) with no wireless, then use ppoeconf,
and disable network manager.  If, on the other hand, you want the
networking to be flexible, use Network manager config.

I respectfully disagree with the suggestions to use a router instead of
PPPoE,, I usually do the opposite, (use linux desktops to replace
routers where/when I need greater flexibility.)
