In Debianland, the development packages have "-dev" on the end (as
opposed to "-devel").

So you want 'apache2-dev '

I would have searched thusly:
aptitude search apache2

HTH - I know the differences can be a bit tricky.  Just wait till you
investigate run levels ;)

PS - there are some sys-v-like utilities in the repos that provide the
'service' command - I found them quite useful when first playing with
Ubuntu.
