Simple photo improvements: Fotoxx or alternatives?

A new Ubuntu user asked my what programs are good for simple digital
photo improvements (colour / balance correction, noise reduction, red
eye removal, etc). I googled and found Fotoxx but I'd like the
community's input as well. What applications are recommended?

I forgot to ask what program he was using on Windows, but I know that
he viewed photos in Infranview (just last week!).
