So others will be downloading directly from you, most likely in the same
room/building with your machine? In that case, a direct connection may be more
suited to the task than bittorrent, since your private network should be fast
enough to handle it and there probably won't be enough people in one place
downloading the same thing to make bittorrent a superior option. Such a direct
transfer can be achieved using a web server on your host netbook, since you
described a requirement for users to accept terms and conditions before
downloading any files. In this case, the same server used to serve up the terms
could also be configured to directly transfer the files after someone agrees to
the terms.
If not using a wireless access point, the best thing I could suggest is setting
up an ad-hoc network. However, this would require all peers on your network to
setup their wireless devices for your network manually. I don't think there is
an automated way to do this, someone please correct me if I'm wrong. And my
experiences trying to setup my own ad-hoc at home were less than stellar, so an
802-11N access point is probably best, since it can be configured to get
everyone onto your network nearly automatically, and it's compatible with 802-11
A, B and G as well, in case someone comes in and doesn't have the latest
technology. Then the only thing required is a security key exchange before
someone signs on to the network. I am assuming that this is to be a closed
network where people will have to obtain the correct security key before logging
on, although this may not be as much of a concern for a private network, but it
is for me personally, so I mention it here.
As for your hard disk and processor, the 1.6GHZ processor should be able to
handle the setup you describe without too much trouble. I still have
reservations about the hard disk size, however, unless there is a fixed amount
of data on the system and you won't be adding any new files later. However,
since you are using a USB hard disk, future upgrades are indeed quite trivial.
So other than the networking issues I mention above, I see no serious problems
with such a system.
