There is no root account ~ or /home/root, and thus the confusion.
If you are using root/sudo su, you will have to use the complete file 
path (/home/you/Desktop).
But why are you doing this is su, anyway?
Can't you move stuff as joenormaluser?
Then the ~ would work.
