No, he's not.  It's just an example of some software that isn't packaged for 
Windows.  Pick any package you want.  You're claiming it's easier on 
Windows, even though it's clearly not.  All software packaged for Ubuntu is 
easy to install on Ubuntu.  All software packaged for Windows is easy to 
install on Windows.  Software NOT packaged for either is usually, but not 
always, easier to install on Ubuntu.

What you _want_ is not easier-to-install software, just _more_ "Linux" 
software.  Unfortunately, there is no such thing as "Linux" software, and 
there never will be.  (Though, btw, I can also just point-and-click on an 
rpm and - usually - have it install correctly).
