Honestly, I prefer to build my sites in a text editor...
I recommend TclText (http://freshmeat.net/projects/tickletext/).
It has ftp to DL/upload pages, opens a browser for preview, and has all
kinds of other useful feature for editing various types of scripts and
programs, LaTeX, posting to livejournal/insanejournal, and other fun stuff.
Of course, maybe I like it because I wrote it.
