Yeah, then there is Munich in Germany, the police force in France and so on.

But it does not appear that those particular departments can have any 
bearing on companies yet. An across the board thing would really help 
get the ball rolling.

No hope in HK ever taking that route. None in the foreseeable future 
anyway unless Microsoft is taken down.
