I don't really know what you are referring to here - but I can't see a
Canadian ISP throttling to under dial up speeds.
Multiple connections would be multiple overhead, and he's too tight as it is.
I doubt download accelerators will help him at all, and they do chew
up resources on free software friendly servers. I personally avoid
them.
