Error executing "apt-get install mysql-server"

Hm, I think you're right.  There are proxy-to-a-proxy solutions but that
would require you to install a package or two first.

Try this:
$ http_proxy="http://username:pass@proxy:port/" apt-get ...

That would be neat, but I have no idea if it works.

but unless the info I was looking at is outdated, that can't handle
authentication...
