I don't think anything this simple is a "known issue".  Which announcement 
page?  The Kubuntu.org 9.04 release notes merely say that you may need to 
manually install the NM plasmoid and that _Network Manager_ doesn't connect 
to some networks, but that wouldn't affect wicd; and the KDE 4.2 
announcement doesn't even seem to mention networks.

There are certainly known issues with the NM plasmoid and Enterprise WPA - 
but that doesn't usually apply to the home user.
