yes, because your personal killfile doesnt apply to the archives, google
or gmane nor does it solve the issues where the CoC gets violated
heavily ...

the proposed council should only be a last resort solution, the list is
in some way the face to the world of our community, people of all age
groups, sexual orientation and religion are allowed (wanted) to
participate in it ... 
within the five years the list exists the tone turned to be a lot
rougher and a lot less respectful, the request is not to have a list
police but an instance that can act as a last resort in the worst
cases ...
