Inappropriate tone on this mailing list and requirement for governance

The problem I have with unsubscribing repeat offenders who consistently flame 
others or get nationalist/racist/inappropriate flame wars started is that there 
is nothing to keep them from being able to subscribe a new email address and do 
it all again. This is also a problem with using blacklists based on one's email 
address. With the free availability of as many email addresses as a flamer could 
ever hope to get, this becomes an ever increasing problem. Is there any way at 
all to /dev/null messages that have certain body text which is deemed 
inappropriate before the message ever gets to the list? Then the repeat offender 
could be unsubscribed, and if they subscribed a new address, such inappropriate 
messages could still be ignored. This is probably next to impossible, but it's 
the only permanent solution that would seem to actually stop at least some of 
the inappropriate posts we see on the list.
