because in that case only trolls and unaware first time posters would
come and stay on this list, whereas everybody else would either just
leave or stick to the moderated list?

There is no amount of technical settings or burocracy/overorganization
(because that's what multiple lists would look like to me) that can
fix for good bad manners or just generally clueless behavior.

Personally, if this list can't keep going as it always did, I'd
suggest to keep only this list, with a clear policy and a team which
**does** remove posters who deliberately continue to violate the
policy.
