How can I make my scanner permissions permanent?

I am currently running Ubuntu 9.04 Jaunty. I have a Brother DCP-7020
Copier / Printer / Scanner that I have used quite successfully for a
couple of years through several Ubuntu releases. The printer works
perfectly (as long as you know to use the Brother HL 1250 driver
instead of the one that gets suggested by Ubuntu).
To get the scanner working you have to install a driver which is
available from Brother at http://solutions.brother.com/linux/en_us/
Part of the installation instructions say to update the udev rule for
libusb so one can use the scanner as an "ordinary" user:
> Ubuntu 9.041.
> Open "/lib/udev/rules.d/50-udev-default.rules" file.
> 2. Edit "0664" to "0666" in "libusb device nodes" section.
> ...
> 3. Restart the OS
UNFORTUNATELY, this change gets overwritten sometimes (udev or
initramfs updates?), as the file itself warns in the top two
lines.What is the BETTER way to make the scanner available in a way
that doesn't get blown away sometimes?
Is there a file I can add to the udev rules to specifically identify
this device as a scanner, and add me to a "scanner" group? Or does
udev not do that?
P.S.: On a related subject, is there someone who might be able to help
Brother make PROPER Ubuntu / Debian packages rather than the
not-so-great rpm --> alien --> deb drivers they supply? I have
personally found them to be fairly responsive by email HOWEVER their
English is limited and my "deb-fu" is weak so I cannot tell them what
it might take to make a proper package.
