I can confirm on Kubuntu Hardy with Gnome that the user cannot
configure a single desktop with Compiz enabled. Disabling Compiz gives
me an option to select the amount of workspaces. With Compiz enabled,
even configuring 1 column and 1 row gives me two workspaces.
