Does Ubuntu fix upstream KDE bugs?

I daresay that _is_ what he does.  It would take more than one person to fix
KDE :-)

That said, there's a whole bunch of people involved with Kubuntu, and I
don't believe they just sit around waiting for upstream to do anything.
