how to configure local repository

I use apt-cacher to do this and I'm quite happy with. I wasted a lot of
time trying to get apt-proxy working on 8.04 but it was broken. Set up
the "path_map" in /etc/apt-cacher/apt-cacher.conf so that you can point
to localhost for your repo sources.
