Just the libs - not the whole DE.  For example I use Amarok (a music
player for KDE) in Gnome.  It takes just a second longer to load the
first time, but it runs seamlessly in Gnome.  And I do not have the
full KDE installed - IE there's no option to use KDE when I log in...
