No, he shouldn't try Xubuntu.  Xubuntu requires over 256 to run, there is 
a big difference between that and the Xfce4 packages.  Xubuntu and Xfce 
are two different projects, even thou the latter uses the former.

If you install Ubuntu with the alternate installer, then use the "cli" 
option at boot, he will get a command line only environment.  After he 
logs in and gets online, he can run:

apt-get install xfce4

That desktop environment runs on less than 128 megs of ram, sometimes as 
little as 64 megs depending on the apps he wants to run.  Xubuntu installs 
a lot of components in the background that make the system easy to use for 
beginners.  xfce4 itself uses very little resources.
