Mirgate from an existing Ubuntu to a fresh Ubuntu

I have 2 servers, both are the running the same version/arch of Ubuntu.

One is a freshly installed, while the other one is a highly customized one.

As I don't want to install/config the program once again, so now I
looking at easy way
to mirgate all the data and installed program from the used one to the
fresh one.

Any recommendation? Is just copy enought?

e.g.

copy the folders below:

bin  boot  dev  etc  home  lib  lib64  lost+found  media  mnt  opt
proc  root  sbin  srv  sys  tmp  usr  var
