Adding a new mobile broadband provider

I have a NetStick, which is a USB-plugged mobile broadband device. The
problem is that when the `New Mobile broadband wizard` starts up when i plug
it in, it doesnt seem to have the local network provider my NetStick is
operated through, and thus, i cannot succesfully install it ...
My question is how can i add a network provider to the list in the
installation wizard?

Additional information:
my country is Israel. and the requested network provider is Pelephone
