no /etc/inittab, /boot/grub/menu.lst files in my arm ubuntu rootfs

In that document it has mentioned that i have to edit these following files.
/etc/inittab, /boot/grub/menu.lst

But i am not able see these files in my rootfs.

Is this means, the rootfs whatever i created is not complete?

and i also i have checked by creating etc/event.d/ttymxc0 and adding
ttymxc0 in etc/securetty file. and also created ttymxc0 device in /dev.

but still i am failing at the same stage.
