I think that the problem with Windows multitasking was the stability
issue. Running too many processes made the system very unstable, at
least up to XP SP2, and that was a strong argument against using
antivirus, firewalls, and the like. But later versions are stable
enough, and on multi-core processors Windows XP multitasks just fine.
