jaunty: all user processes niced to -2

Hi all,

I've recently upgraded one of our servers to jaunty.
After the necessary reboot I've noticed that *all* user processes are
niced to -2!?
init itself has a nice value of 0.  I've grepped for "-2" through /etc
and didn't find anything.

Can someone please give me a hint?
