kcontrol was KDE 3.x, systemsettings is KDE4

And Alt-F2 works as you described, but with no tab auto-complete, (and I
didn't verify if systemsettings would be one of the pre-configured
programs it would auto-complete, but either way, shell works better for
these things. YMMV)
