I'm confused and perhaps others are too.  I did not follow this thread closely which may be the reason.
Are you trying to make a dialup connection via some kind of modem rather than direct router/modem network connection via DSL or Cable.  If so, then you need to take a hard look at man wvdial and man pppd and read all the files in /etc/ppp and its sub directories to become familiar with them all as there is where you need to make your setup.
Sorry, I can't help with dialup connections as it's been too long since I
did one and I found it confusing.
You might want to cancel this post and repost if you are in fact trying to set up a dialup connection giving all the details so someone experienced in dial up connections can help.  Sorry for the noise if this has already been clarified as I missed it.
