Quoted Text Mututed Message [noob question]

In replies to threads on my end, the original message or portion of 
message quoted by the commenting author is replaced with the message "> 
[Quoted Text Muted]".  It makes it difficult to follow the discussion.  
Someone comments "No, not at this time", and all I see is this message.  
I have no idea what the original question is. Is this message a function 
of my newsreader or is it inherent in the newsgroup software. I've looked 
through everything I can find on my newsreader "Pan" without success. 
None of the preferences seem to address this. I'm running Pan on an 
Ubuntu 0.04 box.

I'd appreciate any help.
