CPU load average issue

Hello,
I am a dual (SMP) quad core cpu server currently running ubuntu server.
The server effectively is 8 physical core, so can I assume if the CPU load
average (using top command) is less than 8, the server load is ok?
p.s. This in fact is not ubuntu specific question, but I don't know where to
ask...
