problem: extremely slow 'apt-get install'

Hello all, my first post, excited to be here.
I just installed 8.10 _Intrepid Ibex_ - Release i386 (20081029.5) and am
on ethernet hardwire to Linksys router to cable modem.
Whether I use apt-get directly from command-line or through synaptic
front-end, download is extremely slow, with completion predictions on the
order of several 'days'
All other network traffic to system (from ping to firefox downloads) show
throughput is orders of magnitude faster.
I've looked through FAQs and forums, would like to change
/etc/apt/sources.list to use another repository (currently
us.archive.ubuntu.com) to see if that helps but can't find alternate(s). Can
anyone point me to other reps, and/or address throughput problem (kernel
bug?)
lacking a fix is it reasonable to download from repository a package image,
burn to CD and use apt-get without network?
