the release you use was end of life on april 18th and not shared to any
mirrors anymore since then (see [1]). note that the non "long term
support" releases of ubuntu only get supported for 18 months, these 18
months were over for gutsy (7.10), the packages dont get mirrored
anymore and your update manager can indeed not find them. you should
have a button at the top in your update manager that tells you there is
a new release available and which offers you to upgrade to it (see [2]).
