File system locked on upgrade

I read the man page for tune2fs.  I don't see what this or fsck have
to do with my failed upgrade, and I don't know what you're suggesting
I do with tune2fs.  I see to add a journal I should do

    tune2fs -j

Is that it?  WIll that make it ext3?  Will I need to change
/etc/fstab?  Will I need to change anything else?  How will that help
my read-only status?
