works fine, yours likely would too if you removed the underscore

cant answer that one as I use mbox on this account but saince it auto 
creates teh filename, i cant see why it wouldnt create the folder
man procmailrc ..in fact

        directories if they don't exist, rather than treat  the  mailbox

        non-existent filename.  When procmail is delivering to directories,

        utilising hardlinks).
