Two copies of X running, why, and how do I fix it?

I'm running xubuntu 9.04 after upgrading from xubuntu 8.10, the
upgrade didn't go entirely smoothly but most things now seem to be
sorted.
However I appear to have two copies of X running:-

The X that actually works is the second one using display :1.0, that
one has retained all the settings etc. from my old 8.10 installation
and it's what I'm using now.
So who/what is starting up that /etc/gdm/failsafeXinit and how do I
tell it to go away? It produces several pop-up warnings about
starting in low-graphics mode and such when I reboot, then I get the
second X starting which tells me that display :0 is in use and goes to
:1 instead - and works.
