You can largely thank google for that, when you offer a service that hides 
a posters IP, the poster gets the good warm tummy feeling of doing things 
like that, if you unhide them, make them accountable, people can act, 
complain and get action, people, will hesitate to play up, Google, the 
biggest defender of the spammer and script kiddiez, doesnt give a rats 
ass what there users do.

Nah, its been like that for over a decade, the alt.phrozen.crew  was always
a popular one back in the mid to late nineties, with all the attempts to 
shutdown BT, usenet will always be around, the best way to do it is to 
drop binaries, but there can be legitimate uses for it, so you cant really 
do that either.
