No shutdown or restart when using KDE desktop

Regarding the missing Shutdown buttons, are you using Compiz? On my
Inspiron I had to remove xserver-xgl to enable the ATI drivers, and
that got my Shutdown buttons back. Let me see the output of this
command to see if that might be your issue:

$ fglrxinfo
