USB Modem issue

I am using an USB based modem. I do expect the connectivity to fail due
to signal strength at my location can vary occasionally. The signal
fluctuations are momentory and the service gets disconnected.
My bigger problem is having to reboot everytime the connection fails.
Is this because of USB / Datacard modem driver crash and gets loaded
properly when I reboot? If so, is there a command / program (for
loading the driver) that is run at start up which I can execute without
having to reboot.
One solution suggested to me was to disconnect the modem and connect it
back after 15-30 secs. But it didnt help in my case.
