Not withstanding the other reply which is correct, if your
sure you don't have another dpkg process running which you
can find by looking in your panel on console or by lsof then
just rm the lock file and your ready to go without rebooting.
rming the lock file will just about work in any case FTM.
BTW, in your post about promiscuous mode there are a hundred
or so google hits on the subject; the second of which probably
answers you question. I know you know about googling.
