php5-common conflicts and provides php5-json

php5-common includes the JSON PHP extension. From the description of the
pacakage ("Common files for packages built from the php5 source..") and
the Debian convention it is not apparent why this should be
a dependency, also, why should it conflict any other packages providing
php5-json.
