Is there an off line version of Wikipedia?

The English static dump is 14 GB compressed.  Even if it's really a full
20 times that uncompressed like it says at
http://download.wikimedia.org/backup-index.html (which I doubt) you can
easily get a laptop with a 320 GB hard drive for 800.  And of course,
you're allowed to user it for other things too. :)
