Processor Scaling

I believe this is a setting within bios. I ran into this problem about 8
months ago when having issues with times in virtual machines running on
a linux host. As the CPU gets scaled down to conserve energy, the clock
runs goofy.

I have discovered that my sytem has processor scaling, and most of the 
time my system is running at half speed. How do I disable processor 
scaling so I can run at full speed at all times?
