The support for virtual screens that you can pan around was dropped with
the introduction of XRandR 1.2; it'll be back in the next X.org version
(to be released with Ubuntu 9.04, if I'm not mistaken).

For now you'll have to settle for using a smaller font and, perhaps,
learning to move the window by alt+dragging after setting the option
that lets you move the title bar above the top of the screen.  It's
settable somewhere in the advanced Compiz settings manager
