Surely not.  As https://help.ubuntu.com/community/RestrictedFormats
says, "proprietary media formats are not configured 'out of the box'."
Granted, Canonical does its best to play both sides of the fence with
one-click installers.  Still, it's clear the actual MP3 software is not
on the CD.

For converting mp3s, I recommend ffmpeg2theora, and I have a simple but
useful wrapper script (mp32ogg.sh) that handles tags and such if you're
interested.
