It's not -backports but -updates. It is certainly possible to deactivate
those if one does not want changes to the system (but one might miss out
on important bugfixes, and I'd guess that KDE 4 is still in so much flux
that overall the update is beneficial). One really must activate
-updates before upgrading to the next Ubuntu release, though (the
release notes with point that out, but many people ignore them)
