Because the general populace or community that can't tell a gigabyte 
from a jigawatt may stumble into this free area to give some feedback 
instead of stumbling into the bug report system where they have to sign 
up, fill in data, etc. etc. and they'd feel it's more hassle than it's 
worth but for a developer that wants a good product they can get feedback?

Just a random guess.
