Ubuntu is using Linux kernel and as far as I know there are none programs to defragmented RAM. Or you need one.
If I remember correctly, RAM when unused works as file cache buffer which immediately released whenever the boss - kernel - need additional RAM.
So unlike in Windows where DLLs preloaded in RAM when unused, Linux kernel only cache *any* file in buffer cache, not specifically libraries.
But like in Windows, Linux loves big RAM and performance usually suffer if RAM is insufficient. For example, I have a web server that once have a crawling speed, sprung to life immediately after I added more RAM to 1GB.
So how much RAM do you need for Ubuntu desktop? As of 2009 I would say 1GB is almost minimum, 2GB is OK, 4GB is ideal, 8GB is too much but not overkill. Remember, you may need to change Ubuntu edition to 64-bit edition once you have over 3GB RAM, if your processor permit it.
Hope that helps.
